1984 Delhi Sikh Genocide - Affidavits

Affidavit submitted before the Misra Commission

Affidavit of Tarlochan Singh S/o Dwarka Singh, aged 38 years, r/o 29/1, D.S. Ashok Nagar, near Bus Stand No.518, 628, New Delhi-18.

I, the above named deponent solemnly affirm and declare as under: -

1. On 1-11-84, at noon we the members of the family were standing at the roof of our house and watching the buildings being burnt, when the mob came towards our houses to burn them, they were about 250 persons. They were having iron rods, bars, cycle chains and oil tins. They were abusing and shouting at us to come out of our houses. The police had already arrived by that time. Police was watching all this and gesturing them to burn the shops. Soon the mob started throwing stones. We shopkeepers gathered in front of our shops. To protect, we also started / stoning the mob. This continued for 40 / 45 minutes. We did not let the mob burn our shops. Then police arrested us.

2. The rest of the members of the family scattered away. Myself and my brother and my brother, Sh. Than Singh were arrested. We asked the police to arrest the offenders in the mob. ON hearing this, the police beat us. My turban fell down. Five / six persons of police threw us in the police van and took us to the Police Station, Tilak Nagar, where we were beaten with canes, our hair were pulled and we were made to stand the whole night. We were asked to say ‘Indira Gandhi Ki Jai." Our other brothers were there including S. Nidhan Singh Phul. Due to injuries, we were taken to dispensary where entries were made but no treatment was given to us. Till next day, we were treated like that and kept without food and water.

3. On 2-11-84, our hands were tied behind and were thrown in the police jeep and taken to Tis Hazari Courts, wherefrom we were taken to jail and kept for 13 days.

4. After our arrests on 1-11-84, our shops were gutted out of which 2 shops are still lying burnt. I had a watch shop and my brother – a confectionary shop. Our loss is about 2 ½ to 3 lakhs. We have been given only Rs.1,000/-.

5. In Tilak Nagar we were beaten by SHO Sharma Sahib, ASI Babulal and others. ASI Saini had taken us to Courts.
