I, Satnam Singh, aged about 33 years, son of Sant Singh, r/o A-46, Kiran Garden, New Delhi-59, so hereby on solemn affirmation state and declare as under: -
1. That I am the owner of shop No.B-9/4, Gulab Bagh, New Delhi where I used to sell TV, VCR and other electrical goods. Opposite to my shop was a shop of Gurcharan Singh with the name of Sacha Sauda Electricals, C-20, Kiran Garden, New Delhi.
2. On 31-10-84, late in the night Sajjan Kumar, the then Congress (I) MP of our area had a meeting of Congress (I) workers of Matiala and Nawada villages near Kiran Garden, and instigated them to attack Sikhs, to kill them, loot their property and burnt their houses.
3. That on 1-11-84, at about 10.30 am a mob of about 100 – 150 persons came and attacked the shop of Gurcharan Singh of Sacha Sauda Electricals. Gurcharan Singh and his son Paviter Singh were killed on the spot by the assailants with iron rods. Some of the killers were Rakesh s/o proprietor of Hanuman General Stores, B-Block, Gulab Bagh, New Delhi-59, Jain Bhagwan and his elder son r/o Kiran Garden, Kirpa Ram Pradhan of village Nawada and his elder son and nephew. I saw them killing through the wholes of the shutter of house of Amrik Singh near my shop, where I was hiding. After killing Gurcharan Singh and his son, they looted his shop and house and then set the same on fire.
4. There after this mob attacked Gurdwara of Sant Mohan Singh, Matiala Road and set his car on fire and damaged the Gurdwara property.
5. That my shop was broken open in the evening of 1.11.84 and was then burnt after looting the same. My house was also looted and burnt on the same day by mob on Non-Sikhs. No compensation is paid to me, except Rs.1000/- given for the repairs of house, whereas about Rs.15000/- are required for the repair. My total loss of property is about Rs.1,25,000/-. I am living hand to mouth.
6. That the police was present at the spot almost through out this carnage. Several persons were killed by this mob of Non-Sikh in the presence of police but no action was taken by the police against any Non-Sikh, nor they were prevented at all.
7. That my report was not recorded by the police who said that names of culprits should not be mentioned and such things have happened with almost every Sikh and I should rather be thankful that I was not killed by them.
8. I request that action should be taken against the culprits and police officials.
