1984 Affidavits

Affidavit submitted before the Misra Commission

I, Partap Singh aged about 60 years, son of S. Harbans Singh, r/o A-67, Subhadra Colony, Sarai Rohilla, Delhi-45, do hereby on solemn affirmation state and declare as under: -

1. That on 1-11-1984, Non-Sikhs were moving in groups, armed with lathis, sticks or iron rods and they were looting the property of Sikhs and were also burning the property belonging to Sikhs. Police was not taking any action at all.

2. At about 4 PM several persons came from the side of East Moti Bagh, Sarai Rohilla, and they set on fire my three trucks bearing No.DHL-5691, DHG-4721 and HRE-9791 which were parked at Vivekanandpuri outside the house of my son Kuldip Singh. I sent a telegram through my son Kuldip Singh, to the SHO, Police Station Sarai Rohilla, Delhi and to Punjab and Sind Bank, Malkaganj, Delhi on 1-11-1984 itself.

A photostat copy of the certified copy of the telegram is attached. On 6-11-84 we could come out of our house and then sent written report dated 6-11-84 to the SHO, Sarai Rohilla Police Station, Delhi but no action is taken at all. Subsequently I could recognize one Maman Singh r/o 18/137, East Moti Bagh, Ramesh Chander, one son of Laxmi Narain, Member Rajya Sabha of Sarai Rohilla, Delhi who was one of the several culprits who burnt our trucks.

I informed the police about it but they refused to record my report. The trucks were burnt within the view of the police but none asked the miscreants not to do so. This carnage continued for about 3 days and it looked as if the police and Governmental machinery was acting against the Sikhs.
