1984 Affidavits

Affidavit submitted before the Misra Commission

I, Parsa Singh son of S. Nathu Singh, aged 50 years, resident of 11/42, Kalyanpuri, Delhi-110091 solemnly affirm as under:-

1. I reside in block 11 in Kalyanpuri.

2. Three / Four days ago, Head Constable, Kanwar Singh came to me and told me that the police officer had summoned me to Police Station. At the Police Station, I enquired about SHO. He was not present at that time. When I asked why I was called, Kanwar Singh told me to see Mr. Tyagi. He took me to the other room and presented me to Tyagi.

I know Surbir Singh Tyagi very well. I had cordial relations with Mr. Tyagi. He told me, "I had helped you a number of times and I had good relations with you. I am very sorry for what happened during November but I am quite innocent and you should help me".

I replied that "You know very well that on 1st November, 1984 when the mob came, your men took away guns from our people and when the mob attacked us and we tried to thwart their attack, you fired on us and you personally pointed your revolver on my chest and told me to go away from there, else you will shoot me. Out of fear we ran away. You instigated people to set our houses on fire and our property was looted. We could barely save our lives, you arrested us and involved us in false cases. How can you ask us to help you now."

Tyagi said that he had not done any thing on his own. He had orders to do so from above. When I told him that he was the officer on the spot and he had done everything, he replied that he was helpless then, he had orders from his officer. Mr. Jatav and Dr. Ashok was consistently putting pressure on him and even the Central Government Minister, H.K.L.Bhagat was pressurising them.

Tyagi also said that if you like, I can asked Incharge Madan Lal Bakshi to speak to you. This frightened me as Madan Lal Bakshi is there since the time of riots and we are very scared of him. I told Tyagi that I will discuss the matter with four or five of my friends. Tyagi asked to introduce them to him.

3. On 22nd August, 1985, Head Constable, Kanwar Singh came to my house again and told me that I have been summoned to Police Station. I took four others – Sobha Singh, Sahib Singh, Lachhman Singh and Anoop Singh with me. At the police station, Tyagi repeated what he said before. We asked him what will be the fate of false cases in which we have been implicated. He replied that no harm will come to you in those cases. If you have any doubt, you may bring your Lawyer and I will satisfy him. He asked us to come again on Sunday.
