1984 Affidavits

Affidavit submitted before the Misra Commission

I, J.S. Uppal S/o Sardar Singh Uppal, aged about 59 yrs., r/o A-135, Gujrawalan Town, Delhi-9, do hereby solemnly affirm and declare as under on oath: -

1. That I have been residing at the aforesaid address since 1972 and am an Ex-Executive engineer, C.P.W.D. Delhi.

2. That on November 1, 1984, in the morning all the jhuggi jhopri dwellers assembled at one place and stated raising Anti-Sikh slogans. They got themselves armed with iron rods, sticks, knives etc. These people live in the temporary hutment just in front of my house at Derawalan Nagar, Delhi-9, in a vacant plot earmarked for a park but unauthorizely being occupied by them. I do not know the name of these persons but can recognize all the persons who indulged in the following illegal acts.

3. These people first burnt house No. A-121, belonging to S. Jaswant Singh of Gujrawalan town, Delhi-9. I could see every act of this illegal assembly from the roof of my house. These people also burnt the taxi stand in front of my house. Most of them were carrying with them the property looted from various places.

4. That these people attacked my house and stoned it heavily. They were bent upon setting it on fire also but at that time some of my hindu neighbours prevailed upon them not to burn my house.

5. That I along with other riot hit victims approached the P.S. various times and told the SHO and ACP of the area that all the looted property is in jhuggis and can be easily recovered from them. Some of the big items of looted property could be seen in jhuggi even from outside. But the police did not take any action whatsoever.
