1984 Affidavits

Affidavit submitted before the Misra Commission

I, Jogi Singh, aged about 32 years, son of S. Gurdit Singh, r/o 13/111, Kalyanpuri, Delhi-110001, do hereby solemn affirmation state and declare as under: -

1. On 1-11-84, at about 7 AM I was informed by one Pappu who was living with my brother Karam Singh in Block No.13, Kalyanpuri, Delhi that my nephew (Bhanja) was killed by village Kundli's Gujjars at the Canal near that village.

2. I went to inform the parents my Bhanja Jorawar Singh that he had been killed, in Block No.11, Kalyanpuri. When I was coming after informing his parents I saw that Non-Sikhs mob has set on fire our Gurdwara near my house. It was about 7.30 AM. I ran to my house and my neighbour Ch. Jagbir Singh asked me to hide myself in his house and I did so. When the mob had gone away I came out from his house. Similarly other Sikhs who were hiding in the houses of Hindus nearby they also came out.

3. That at about 4.30 PM on 1-11-84, Non-Sikh mob of about 2000 to 3000 instigated, motivated by Dr. Ashok, Congress (I) Councilor of the area came there and started attacking the houses of Sikhs. A bus of my relatives namely, Wazir Singh, Bachan Singh and Mohabat Singh which was parked near my house was set on fire by them. At that time I was hiding in house of Dal Chand Ration shop owner of the area and from there from the holes I was seeing everything.

4. That then the mob set on fire the house of Swaroop Singh, who was living in my street and Swaroop Singh was brought by Dharam Deo Maji living near my house, and Jai Narain who was earlier living near my house, but had shifted to block-B. At that time, alongwith four five others who can be identified by me, and he was killed by daggers and then was set on fire, by them i.e. Dharam Deo Maji Jai Narain and others and I saw this incident myself.

5. That Wazir Singh was also killed by them in a similar manner by dragging him from his house. He was also killed and burnt by Dharam Deo Maji, Jai Narain and their 2/3 more companions in the presence of that big mob, where Dr. Ashok Congress (I) Councilor was also present and he was instigating them to kill the Sikhs mercilessly.

6. That Dr. Ashok was assuring the Non-Sikh mob brought by him that they should fearlessly kill the Sikhs publically with brutality and burn them, loot their houses and then burn them and the police would not take any action against any one, because had issued instructions to the police in this behalf. Two police constables were present at the spot throughout this carnage. Earlier I had requested those police constables to protect us and take action against the Non-Sikh mob, but they refused to do so.

7. Throughout the night this mob had been killing Sikhs, looting their properties and burning their houses. I had been hearing the voices of the women folks that their man should be saved who are being killed. The mothers were screaming loudly that their sons are being killed. The Sikhs who are being killed were also screaming with pain and were struggling for lives. This mob was also loudly saying every now and then that Sikhs is caught and he should be done to death immediately. They were saying that not a single Sikh should go alive.

8. That I remained in the second floor of the house of Dal Chand throughout the night and early in the morning I was clean shaven at my request. My clothes were changed and I had put on a dress of a Poorbia and Dal Chand told the mob outside that I was a labourer who had worked for him. I was taken to be a Hindu by a mob, then I went straight to Block No.11, where my other relatives were living, where my wife Kor Bai met me and she told me that Bachan Singh, Darshan Singh, Ram Singh and his brother Khazan Singh were also killed by that mob on that night. She told me that about 20 persons were killed in the night of 1-11-1984 by the same mob.

9. That in block No.11, Sikhs were in majority. All the attacks by big mobs, led by Congress (I) workers were thwarted back.

10. I had tried to lodge a complaint with the police and I mentioned the names of the culprits with the above details, but I have no knowledge whether the said report had been entered in the records or not.

11. I say that his whole conspiracy to kill the Sikhs was hatched out by the leaders and workers of Congress (I) and since the police was not taking any action and offences were being committed in their presence I have firm belief that the Government had also ordered the Police to turn blind eye to the killing, burning and looting the properties of the Sikhs and burning them.

12. I therefore request that stern action should be taken against this organized conspiracy and culprits involved therein.

13. I should also be directed to be paid compensation for the loss of my entire property of about Rs.70,000/-.
