1984 Delhi Sikh Genocide - Affidavits

Affidavit submitted before the Misra Commission

I, Ishwari Singh S/o Tikam Singh, aged about 40 yrs., R/o House No.34, Radhey Puri Extn. No.2, Krishan Nagar, New Delhi-51, do hereby solemnly affirm and state as under: -

1. That I am residing at the above said address for the last 8 months and at the time of occurance, I was residing at 32/2, Radhey Puri Extn. 2, Krishan Nagar, Delhi-51, and A.M. carrying on business of making ladies under-garments at my house.

2. That on 1-11-84, at noon time a strong group of about 100 people led by the following came to our area: -

1) Chowdhary Raghbir Singh, r/o Chandu Park (at the relevant time), now residing at Old Anarkali Radha Puri, Krishan Nagar, Delhi-51. He is a Cong. (I) worker, police informer, suspended DTC driver.

2) Satpal S/o Mohan Lal Handa, r/o 3/2, Radha Puri Extn. 2, Krishan Nagar, Delhi-52, Cong. (I) worker and three-wheeler scooter driver.

3) Shiv Dutt Tomar, r/o 12/27, Sita Ram Mandir, Chandu Park, Radha Puri Extn. 2, Krishan Nagar, Delhi-52.

4) Manak Chand Kapoor, r/o 12/27, Sita Ram Mandir, Chandu Park, Radha Puri Extn. 2, Krishan Nagar, Delhi-52.

These people were leading the mob which was armed with spears, lathis, iron rods etc. They were inciting the mob to kill every Sikh in India. I do not know the names of other members of the unlawful assembly but I can recognize them if they are produced before me.

3. These people attacked the house of Sr. Prem Singh (now dead) property dealer-cum-building contractor living in our area, Jagat Puri, A-Block, Radha Puri Extn.-2, Krishna Nagar, Delhi-52. I could see everything happening around his house from the roof of my house, which is just near the house of S. Prem Singh deceased. They incited the mob to destroy the house of S. Prem Singh, loot and burn it and kill all the inmates. They stoned the house heavily breaking all the windowpanes. They broke open the doors of the house of Prem Singh. Some people scaled the walls. The four persons stated in para (2) above then killed the following persons in a most brutal manner by beating them to death. The murdered are: -

1) S. Prem Singh

2) Father of S. Prem Singh

3) Son of Prem Singh

4) Grandson of Prem Singh

5) Wife of Sukhchain Singh (nephew of S. Prem Singh)

6) One more Sikh youth who had taken shelter in S. Prem Singh's house.

The attack on S. Prem Singh's house continued for a long time. The household effect of Prem Singh's house were looted plundered and ultimately his house was set on fire. I saw the whole incident from the roof of my house.

4. That the same mob led by the four persons stated in Para (2) above again attacked the houses / property belonging to the Sikhs of our locality. They came to our area in the afternoon. They broke open the locks and shutters of following shops in front of me: -

Business of TV & Radio Cabinets.

b. Rajput Welding Equipment Mfg. Co. owned by;

Manjeet Singh

12/27-1, Chandu Park,

Radha Puri Extn. 2,

Krishna Nagar, Delhi-52.

c. One Kiryana Shop belonging to a Sikh situated near;

Sita Ram Mandir, Chandu Park,

Radha Puri Extn. 2,

Krishna Nagar, Delhi-52.

I saw that these four persons stated in para (2) above and other members of the unlawful assembly looting these shops are carrying the looted property with them. After looting, these people set these shops / factories on fire.

5. I know the four leaders stated in para (2) above personally because they are closely associated with Sukhan Lal Sood, Municipal Councilor (Cong. I), reside in my locality and are frequent visitors.

6. That I did reveal the name of these persons to the police people who came for enqiry about the whole episode.
