1984 Delhi Sikh Genocide - Affidavits

Affidavit submitted before the Misra Commission

I, Inder Singh S/o S. Mool Singh, aged about 52 years, resident of 617, Nimri Colony, near Bharat Nagar, Delhi-52, do hereby solemnly affirm and declare on oath as under:

1. That I am residing at the aforesaid address for the last 10 years and I am carrying on the business of sale and purchase of second hand vehicles.

2. That on November 1, 1984 in the morning a strong mob of about 500/700 people came towards my area. They were all armed with lathis, spears, knives etc. They were raising slogans like "Khoon Ka Badla Khoon se lengay." The mob headed towards the Gurdwara situated in our locality.

3. That apprehending danger to our property and person, I, alongwith my family members sought refuge in a Hindu neighbour's house. From his house I could clearly see every thing being done at my house.

4. That the mob came towards our lane. I saw that the mob was being led, inter alia, by the following persons:

1) Kaka Bali s/o Oma Bali r/o 83, Bharat Nagar, Delhi.

2) Ram Chander, Nagina and Lala, Jhuggi Jhompri near Double Storey Park, Back of D.V. Sardari Lal.

3) Ishwar Pala, r/o 621, Nimari Colony.

4) Pandit Shoke and his brother Bittoo, r/o Opp. Bharat Nagar Bus Stop near Oil Depot.

5) Jeetu and his brother Deepa.

6) Lovely s/o Late Harbans, Driver Scooter No.DHR-914.

7) Vimal, Near Madan.

8) Papi s/o Waliati Ram, Bharat Nagar Main Road, Opp. Meat Shop.

9) Neelu, working as Kharadiya, near House Kaka.

10) Subash s/o Meharban.

11) Gian Lekhpatan, J.J. Colony near Dr. Bajaj.

12) Shankar, E-10 Block JJ Colony.

13) Rana, L Block, JJ Colony, near Ration Shop.

14) Chuni and his wife Angoori, JJ Colony Nimri.

15) Ashok, Bharat Nagar.

I know all these persons because they live just our place.

5. That apart from the above persons, one Om Prakash alias Omi Brother-in-law of Deep Chand Bandhu Municipal Councilor (Congress-I) and son of Deep Chand Bandhu who runs a video film library in Ashok Vihar (Near Deep Cinema) was leading the mob in a jeep. They were instigating the mob to kill Sikhs and burn their property. In the jeep they had tins full of some highly inflammable liquid used to burn the house etc.

6. That there were two police officers namely Mehnga Ram ASI and Raja Ram ASI were also besides the mob, which indulged in illegal acts. Both the ASI's were armed with their revolvers. They did not take any step to stop the mob.

7. That the mob alongwith persons mentioned in paras 4 and 5 above first attacked the house of my Sikh neighbour S. Maan Singh R/o 619, Nimri Colony, Near Bharat Nagar, Delhi-42. The inmates of this house had sought refuge somewhere else and the mob, at the instigation of the aforesaid persons first looted the house of S. Maan Singh. Then his house was put on fire and burnt completely.

8. That then the mob alongwith the aforesaid persons attacked my house. My vehicles car Fiat No.DEG-1675, two-wheeler Scooter DEM-9277 and three-wheeler scooter DLR 9525 was set on fire. All my house hold articles were looted. I saw that Mehnga Ram went inside my house and came out stuffing in a bag the currency notes looted from my safe.

9. That after looting completely my house was set on fire.

10. That I wrote letters the police officers, the Hon'ble Prime Minister of India, Ved Marwah, Commissioner of Police, DCP (North), narrating the whole incident and revealing the name of the aforesaid culprits, requesting to take appropriate action but till now nothing has been done. Photocopy annexed herewith.

11. That I wrote to the Commissioner Police regarding the illegal acts of Mehnga Ram ASI, I informed Thakur Raghuvir Singh SHO Police Station Ashok Vihar, Delhi to take suitable action against Mehnga Ram ASI but nothing has been done. The said ASI is still posted in the Police Station, Ashok Vihar.
