Affidavit of S. Gurcharan Singh S/o S. Mahitab Singh, aged 28 years, resident of 27/41, Tikaana Sahib Gurdwara, Punjabi Bagh, New Delhi.
I, abovesaid deponent do hereby solemnly affirm and declare as under: -
1. That on 31-10-84, neither in our Gurdwara nor at nearby place anybody celebrated bu ton the contrary everybody expressed grief that some coward murderer had killed our beloved Prime Minister.
2. That on November 1, 1984, as usual, at about 9 am, after finishing the Kirtan we saw some persons came running from the ring road side and reached in front of our Gurdwara via the park. They were about 300 – 400 persons. They had iron rods, long sticks, iron pipes and kerosene oil tins in their hands. On the road one oil tanker was also following them, which stopped near the Gurdwara. In the meantime those 300 – 400 persons broke open the doors of the Gurdwara and entered.
3. That one white-coloured Ambassador car came there. The occupants asked the mob to loot the Gurudwara goods and then set it on fire. A police jeep also came there. One Sub-Inspector was sitting in it. He also instigated the mob in the same terms.
After this one wireless fitted police motorcycle came at the spot. He also instigated the mob. The mob caused heavy damage to the Gurdwara and then the mob proceeded towards Guru Nanak Public School inside Punjabi Bagh. We witnessed all this occurrence from the rooftop of the Gurdwara.
4. That the persons who came in the aforesaid white Ambassador car were wearing white Khadi clothes and they were also wearing badges which are worn on conferences.
5. That after sometimes, two buses, 2 trucks and one matador stopped in front of the Gurdwara. Matador came inside and sacks of sugar, wheat and tins of ghee etc. were loaded in it. In one truck 400 – 500 beddings and in the other cots, one locker containing cash (which could not be broken), utensils, four golden chanwars, five silver chanwars and other articles were loaded.
All those people had come by the aforesaid vehicles. Then they started setting the Gurdwara on fire. To save our lives, we jumped from the backside over a dispensary and ran for our lives. The attackers chased us and we ran t police station to save ourselves.
6. That on reaching the police station we found that the occupants of the aforesaid white ambassador car and some other persons were already there. On seeing us they shouted, "Sardars have come, kill them." Thereupon a constable started beating me and snatched my wristwatch and Rs.130/- lying in my pocket.
Apprehending that the police may kill us, myself and my friend Gulshan Singh ran away from the police station at about 11:00 pm and came back to Gurdwara Tikaana Sahib, we saw that the Gurdwara was burning. Then we sought refuge in the house of s. Avtar Singh Chugh.
7. That the police never came to Gurdwara to help us. Police came along with the rioters and protected them. If the police had not helped the rioters, the latter would not have dared to loot and burn the Gurdwara. Even during the curfew time no police personnel came for the safety of the Gurdwara and no arrangement was made for our safety.
8. That this all happened with my colleague s. Gulshan Singh S/o S. Sunder Lal aged 23 years as well. At that time he was with me in the Gurdwara. During this time he faced the same trouble as I as he was with me. The Police Head Constable beat him also and snatched away his money.
