I, Didar Singh aged about 45 years son of Chaman Singh, r/o D-44, Kiran Garden, New Delhi-59, do hereby solemn affirmation state and declare as under: -
1. That on 31-10-84, late in the night Sajjan Kumar, the then Congress (I) MP had a meeting of Congress (I) workers of Matiala and Nawada village near Kiran Garden and instigated them to attack Sikhs, to kill them, loot their property and burn their houses. Satnam Singh, informed me about this all.
2. At about 10 am on 1-11-84, I was standing on bus stop of Nawada Najafgarh Road, Delhi when I saw that Non-Sikh passengers in the buses travelling towards Najafgarh were shouting loudly by pointing out towards me that Sikh be killed. I got suspicious due to this surcharged atmosphere and started back to my house.
3. While I was on my way back, I saw a huge mob of about 100 to 150 persons Non-Sikhs gathered before C-20, Kiran Garden, Sacha Sauda Electrical. I saw them killing Gurcharan Singh and his son Pavitar Singh with iron rods. I took precautions by hiding from the mob and succeeded in reaching my house.
4. I say that the leaders of the mob were Rakesh, son of proprietor of Hanuman General Stores, Gulab Bagh, Kirpa Ram Pradhan of village Nawada and his elder son and his nephew, Jai Bhagwan and his elder son, r/o Kiran Garden and several others who can be identified by me on the spot.
5. The mob after some time attacked my house, started throwing brick bats. Sh. Teja Singh, President of Gurdwara Singh Sabha was hit in the chest. Rakesh told me that I could kill only one man with my gun and nothing more. I and my other companions took shelter in my house. Window panes were broken by them, doors, windows and other property outside my house was badly damaged by the mob. An air fire did not deter them. Seeing serious danger to lives, I came out and fired two shots on the mob who then fled away.
6. That after some time, the mob brought one ASI and Head Constable, so that they should snatch my gun and ammunition to make me defence less. I guess the conspiracy and connivance of police officials and slipped away from my back door.
7. The police made forcible entry in my house and asked for surrender of gun and ammunition, but my family refused to do so and said that nothing such was in the house. The police then actually searched my house and then went away.
8. This killing of Sikhs, looting and burning their properties by Non-Sikhs in the presence of police shows that police was member of this conspiracy against Sikhs. The police even actively supported the Non-Sikhs culprits. These riots were well organized by the ruling party and the police openly assisted the rioters and even attacked the Sikhs and made all efforts to disarm them.
9. I lost property worth Rs.50,000/- and no compensation was paid. My report with above details was not written by the police, nor action is taken against culprits. Culprits should be punished.
