1984 Delhi Sikh Genocide - Affidavits

Affidavit submitted before the Misra Commission

I, Chuni Lal, aged about 48 years, son of Late Chhittar Paul, r/o 42/4907, Rehgarpura, Karol Bagh, New Delhi, do hereby solemn affirmation state and declare as under: -

1. That on 1-11-1984, at about 10 am, I saw Tek Chand & Rajinder sons of late Sees Ram, r/o Corner House, Street No.6, Krishan Nagar, Karol Bagh, New Delhi-5, motivating about 20 to 25 boys of the locality and was instigating them that the Hindus should take revenge from Sikhs for having killed Indra Gandhi.

He was saying that i.e. Tek Chand was saying that Dharam Dass Shastri, Congress (I) MP had informed him that the police would never take action against any Hindu in case the properties of Sikhs are looted and houses are burnt and if the Sikhs are even killed and such instructions stated to have been issued to the Police Stations by the Government.

2. Within half an hour time, Tek Chand, Rajinder and several others attacked car of fifth house of a Sardar in Street No.5, Krishan Nagar, Karol Bagh, New Delhi. There was a great noise created by them. Avtar Singh Vir, Advocate who is residing in the 3rd house in the street objected wrongful act of Tek Chand, Rajinder and others.

3. They then attacked the house of Avtar Singh Vir, Advocate from both sides i.e. from Street No.5 and Street No.6, Krishan Nagar, New Delhi. They were saying that Avtar Singh Vir and his family should be killed and his house should be looted and burnt. His car was set on fire in street No.6, Krishan Nagar, Karol Bagh, New Delhi. His doors of the house in both streets were set on fire. They continued brick batting at Avtar Singh Vir and family in their house for about three hours. All their window pans were broken and heavy damage to the property caused.

4. Some of the persons who attacked the house of Avtar Singh Vir, are;

5) Tilak Raj, 42/4907,

6) Gopi of Gali No.42,

7) Harvinder Kumar of Gali No.54,

8) Jhuman,

9) Hari Ram,

10) Imli both sons of Yad Ram of gali No.44,

11) Bir Paul of gali No.44,

12) Vinod of Gali No.44,

13) Hukum of gali No.46,

14) Jugni Kishore brother of Yad Ram,

15) Raja Ram of Gali No.45,

16) Kailash of Gali 50 and others all residents of Regharpura, Karol Bagh, New Delhi.

17) Uttam Kumar a scooter mechanic in Gali No.6, Krishan Nagar, Karol Bagh, New Delhi.

18) etc. etc.

5. I say that Tek Chand and Rajinder sons of Sees Ram are very old Congress (I) workers. Dharam Dass Shastri – MP, visits their house quite often he had visited the house of Tek Chand even in the night of 31-10-84, at about – pm. A National Flag is hoisted in front of the house of Tek Chand and every year in which the Congress (I) –MP and Congress (I) members of MCD and Members of Metropolitan Council of the area are generally present every year at the flag hoisting ceremony on 15th August. I further say that Tek Chand has always been taking leading part in convassing work of Congress (I) during the elections. They caused many injuries to Avtar Singh Vir and his two sons by brick batting etc.

6. Since I am resident of the locality and a officer bearer of Association of Regharpura Community. I could not like to be known openly because most of the culprits and wrong doors are Reghars. My affidavit may, therefore, be kept confidential.
